Bernard Advincula

Bernard Advincula is a policy professional from the Philippines specializing in industry-government relations. He is the Policy Officer at the Lead-Acid Battery Recycling Initiative (LABRI), where he coordinates industry and government affairs strategy and policy development. Previously, he served as an Advocacy Research Associate at the European Chamber of Commerce of the Philippines, overseeing research and multi-stakeholder engagement across technology, intellectual property, defense, and innovation sectors. He has convened high-level dialogues with Philippine and international stakeholders on AI governance, defense modernization, digital trade, and infrastructure resilience. He has also 

authored reports that advanced evidence-based policy alignment between government and 

Industry. He holds a BA in Diplomacy and International Relations, specializing in East and Southeast 

Asian Studies with a minor in Data Science and Analytics from Ateneo de Manila University. 

His work has been recognized through fellowships and research programs across Asia and 

Europe in technology governance and cross-border regulatory frameworks
