Lucia Hoefer

Lucia Hoefer is a Research Associate at the German Aerospace Center (DLR), specializing in hybrid threats to cyber-physical infrastructures. Previously, she completed traineeships with NATO Headquarters and the European Commission’s Blue Book program, in addition to researching transatlantic resilience at the George C. Marshall Center and ETH Zurich. Lucia holds degrees from Leiden University, where she focused on intelligence and national security. As a fellow of the German Academic Exchange Service, she received language training in advanced Chinese at National Taiwan University. Her research interests include emerging technology, deterrence and Indo-Pacific security.
