Ms. Shirley Kan is a Senior Adjunct Fellow at the Pacific Forum. She is an Independent Specialist in Indo-Pacific Security Affairs who worked for the US Congress at the non-partisan Congressional Research Service (CRS) and other parts of the US Government.
Ms. Kan focuses on policy concerning US and allied interests in the Taiwan Strait. She serves as a Founding Member of the Advisory Board of the Global Taiwan Institute (GTI), a think tank in Washington, DC. She is a Member of the Advisory Council of the Krach Institute for Tech Diplomacy at Purdue.

Shirley Kan has supported Congress, testified at Congressional hearings, and spoken at conferences. Her analytical articles have been published in Project 2049 Institute’s AsiaEye, GTI’s Global Taiwan Brief, National Interest, Pacific Forum’s PacNet Newsletter, Taipei Times, The Diplomat, University of Nottingham’s Taiwan Insight, and National Bureau of Asian Research (NBR)’s Online Roundtable.
Ms. Kan contributes in community organizations and is a graduate of Georgetown University’s School of Foreign Service (SFS) and University of Michigan’s Rackham Graduate School.
