Session 1: Overview of Preventive Diplomacy in the ARF
This session will examine the evolution of preventive diplomacy in the ASEAN Regional Forum. How does the ARF Work Plan on Preventive Diplomacy define the concept and what are the basic principles and objectives?  How is the ARF Work Plan being implemented? What can be done to promote implementation? Are there impediments to implementation? Is the current conceptual framework adequate for institutionalizing PD in the ARF? What components of PD are most advanced in the ARF? What would successful implementation look like?

Session 2: Transition from Confidence Building to Preventive Diplomacy
This session explore the process of transitioning from confidence building to preventive diplomacy. Is there a cause and effect relationship between confidence building and preventive diplomacy? How does the ARF Inter-sessional Meeting process contribute to the implementation of PD? What role can ASEAN PD mechanisms play in facilitating the institutionalization of PD in the ARF? Should the ARF consider implementing PD mechanisms at the sub-regional level? Can ARF initiatives in Humanitarian Assistance and Disaster Response facilitate the institutionalization of an early warning mechanism?

Session 3: Implementing the ARF Plan
This session will review progress on implementation of the ARF Work Plan. What is being done to integrate PD-related work into the ARF Security Outlook? What can be done to increase the relevance of the ARF Security Outlook? What is being done to standardize formats and reporting criteria for confidence building measures? What is being done to enhance the role of the ARF Unit for the purpose of moving toward preventive diplomacy? What is being done to integrate consultative bodies to identify and monitor flashpoints? What is being done to establish a regional risk reduction centre? Are there lessons learned from previous initiatives to implement PD?

Session 4: Organizing for Preventive Diplomacy in the ARF
This session will focus on organizational mechanisms for Preventive Diplomacy in the ARF. What ARF institutions are available to facilitate implementation of PD? How are they currently being utilized? Should they be modified? Should other institutions be established? What mechanisms should be prioritized? What should the relationship be between ARF Preventive Diplomacy and ASEAN PD-related initiatives?

Session 5: Operationalizing Preventive Diplomacy in the ARF
This session will focus on the operational requirements associated with implementing preventive diplomacy in the ARF. Is the current ARF PD Work Plan adequate for operationalizing PD in the ARF? Are some PD initiatives best implemented at the sub-regional level? What training is required to facilitate preventive diplomacy? What role should ASEAN play in operationalizing PD in the ARF? How have other regional organizations implemented training programs for preventive diplomacy? What resources are available to accomplish the training requirements?

Session 6: Key Findings and Next Steps
This session will identify key findings from the workshop, draw general conclusions from the workshop, and discuss next steps for implementing preventive diplomacy in the ARF.
