TUYET Tran (Snow) is a Program Manager at the Institute for Policy Studies and Media Development (IPS), with a strong focus on shaping Vietnam’s digital technology policy. Her work centers on two key areas: (i) research on the application of digital technology in administrative reform to promote evidence-based policy development and enhance the efficiency and transparency of public administration; and (ii) economic policy analysis of digital technology markets, focusing on investment strategies, R&D dynamics, geopolitical implications, and governance mechanisms, to inform regulatory frameworks that balance economic growth and national security. Building on these areas, she also leads multi-stakeholder policy advocacy and develops policy recommendations for key national legislative packages on emerging technologies (e.g., the amended Telecommunications Law, the Digital Technology Industry Law, and the forthcoming Digital Transformation Law). In this capacity, she works directly with the National Assembly of Vietnam, the Government Office, the Ministry of Science and Technology, and other relevant ministries to build consensus and shape legislation. Through both technical and managerial responsibilities, her work bridges research and practice, contributing to evidence-based policymaking across Vietnam’s digital governance landscape.
