Dr. Kiyota is an Associate Professor at the Office for Global Relations, Nagasaki University and an Adjunct Fellow at Pacific Forum. Earlier, she was a First Secretary at the Embassy of Japan in Thailand from April 2019 to April 2021, and an Official at Regional Policy Division, Asian and Oceanian Affairs Bureau, Ministry of Foreign Affairs from April 2017 to March 2019. She was also an Advisor/Researcher at the Embassy of Japan in India from February 2015 to February 2017. She taught post-graduate students on India and the Great Powers in the Asia-Pacific at the Department of Geopolitics and International Relations, Manipal University, Karnataka, India. Dr. Kiyota was also a Resident Sasakawa Peace Foundation Fellow at Pacific Forum CSIS and a Visiting Fellow at the Institute for Defence Studies Analyses. She received her PhD in security studies from the Graduate School of International Cooperation Studies, Takushoku University, Tokyo. Her dissertation explored India’s arms development. She also presented papers on the Free and Open Indo-Pacific, Indo-Japanese relations and Japanese national security to several international workshops.
