Opening Session: Scoping “Game-changing technologies” & Geopolitics
This session explores the concept of game-changing technologies and their place in national, regional, and global strategies. What are clear examples of game-changing technologies for geopolitics, historically and today? Which technologies enable “game-changing technologies”? What is the relationship between “foundational,” “emerging,” and “critical” technologies? Is the nature or pace of today’s game-changing technologies unique? Where do game-changing technologies fit in the domestic and strategic policies of the United States, Japan, and other countries in the region? What is the impact of these technologies on global supply chains? What are the key “game-changing technology” sectors for national and international security in the United States and Japan, and what are the relative strengths and weaknesses of each country in these fields?
Speakers:
Bob Girrier, President, Pacific Forum
Martijn Rasser, Senior Fellow, Center for a New American Security
Akira Igata, Executive Director, Center for Rule-making Strategies
The following technical sessions will explore the following questions in the context of the United States, Japan, and the US-Japan alliance:
Who makes the technologies in this field? What countries and companies are involved in the supply chain? Where do the United States and Japan stand in the global market for these technologies? What risks do these technologies pose to national and international security? What potential benefits to security do these technologies offer? What are the relevant national and international policies on these technologies? Are the civilian and the military sector well integrated in this field? Are investment/import or export controls being applied to these technologies? Are the United States and Japan currently cooperating on these technologies in the civilian or military sectors
