Michael Abbey is the NOAA Fisheries Lead for Technical Capacity Building in Asia-Pacific. He is responsible for assessing, developing and managing international fisheries collaborations between NOAA Fisheries and partners in the Asia/Pacific region, including regional and bilateral projects with USAID missions. He is a member of the US delegation to the Western & Central Pacific Fisheries Commission (management of tuna and tuna-like species). Michael also manages the bilateral fisheries engagements with Taiwan and Korea and is the United States Representative to the FAO/ Asia-Pacific Fisheries Commission (APFIC).

Kongpathai Saraphaivanich graduated from Faculty of Fisheries, Kasetsart University, Thailand. He joined with the Southeast Asian Fisheries Development Center (SEAFDEC), Training Department in 1999. He has experience in fishing gear technology, fishery management and fishery information. Currently, he is Head of Training and Information Section and also project manager of “Strengthening Regional Cooperation and Enhancing National Capacities to Eliminate IUU Fishing in Southeast Asia” which implements three main activities: Regional Fishing Vessels Record, Electronic Catch ASEAN Documentation Scheme, and Regional Cooperation to Support Implementation of Port State Measures.

In partnership with Yokosuka Council on Asia-Pacific Studies (YCAPS), Pacific Forum’s MARITIME DISCUSSION SERIES, features military and civilian leaders, international security experts, and scholars discussing the most pressing maritime issues in the Indo-Pacific Region.
