About This Event

On Oct. 26, 2022, Pacific Forum held a Comparative Connections Roundtable that discussed the events of the 20th National Congress of the Chinese Communist Party, and the foreign policy implications of Xi Jinping securing his precedent-breaking third term as the party’s general secretary. The session was moderated by Mr. Rob York (Pacific Forum), and featured Dr. June Teufel Dreyer (University of Miami in Coral Gables, Florida), Dr. Satu Limaye (East-West Center in Washington, DC), and Mr. Ralph Cossa (Pacific Forum). The following are the key findings from the session.

Speakers

Ralph A. Cossa is President Emeritus of Pacific Forum and WSD-Handa Chair in Peace Studies. He is a member of the ASEAN Regional Forum’s Experts and Eminent Persons Group and a founding member of the Council for Security Cooperation in the Asia Pacific’s Steering Committee. Mr. Cossa is a political/military affairs and national security specialist with more than 50 years of experience in formulating, articulating, and implementing US security policy in the Asia-Pacific and Near East–South Asia regions. Mr. Cossa served in the U.S. Air Force from 1966 to 1993, achieving the rank of colonel and last serving as special assistant to the commander of the US Pacific Command. He previously served as Deputy Director for Strategic Studies at the National Defense University’s Institute for National Strategic Studies and earlier as a national security affairs fellow at the Hoover Institution at Stanford University.

Dr. June Teufel Dreyer is Professor of Political Science at the University of Miami, Coral Gables, Florida, where she teaches courses on China, U.S. defense policy, and international relations. Professor Dreyer has lectured to and taught a course for National Security Agency analysts, consults for organizations, including the National Geographic and Centra Technology. She is a senior fellow of the Foreign Policy Research Institute and a member of the International Institute for Strategic Studies. Formerly senior Far East specialist at the Library of Congress, Dr. Dreyer has also served as Asia policy advisor to the Chief of Naval Operations and as commissioner of the United States-China Economic and Security Review Commission established by the U.S. Congress. Middle Kingdom and Empire of the Rising Sun: Sino-Japanese Relations Past and Present, was published by Oxford University Press in 2016; updated paperback edition in 2018. The tenth edition of her China’s Political System: Modernization and Tradition, was published in 2018. Professor Dreyer received her BA from Wellesley College and her MA and PhD from Harvard, and has lived in China and Japan and paid numerous visits to Taiwan. She has served as a United States Information Agency lecturer, speaking in fourteen Asia-Pacific states. Professor Dreyer has published widely on the Chinese military, Asian-Pacific security issues, China-Taiwan relations, Sino-Japanese relations, ethnic minorities in China, and Chinese foreign policy. In 2017, she received the University of Miami’s faculty senate award as Distinguished Research Professor. Her current research focuses on Sino-Japanese Relations; Chinese domestic and foreign policy; Taiwan studies; and Asia-Pacific Security issues. Her most recent book, Taiwan Under Tsai Ing-wen, co-edited with Jacques de Lisle, was published in April 2021.

Dr. Satu P. Limaye is Vice President of the East West Center (EWC), serving concurrently as Director of Research and EWC in Washington. He is the creator and director of the Asia Matters for America initiative and Founding Editor of the Asia Pacific Bulletin. He is also Senior Advisor, Center for Naval Analyses (CNA). He is a graduate of Georgetown University and received his doctorate from Oxford University (Magdalen College) as a George C. Marshall Scholar. He publishes and speaks widely on Indo-Pacific regional issues and supports various U.S. government, foundation, fellowship, and professional organizations. Among his current affiliations are Center for New American Security (CNAS) Task Force on U.S.-Philippines Alliance, United States Institute of Peace (USIP) Senior Study Group on the North Pacific, Project 2049 Study Group on the U.S.-Australia Alliance, Korea Economic Institute (KEI) Advisory Council, and Global Taiwan Institute-Taiwan Asia Exchange Foundation project. Recent publications include: Southeast Asia’s choices: Economic, political, and geopolitical integration face complications, India in East Asia: Focused on the Quad and Border Disputes with China, and Maintaining the Technology Edge: Strengthening US and Indo-Pacific Alliances to Counter Chinese Technology Acquisition (with Rose Tenyotkin).
