PacNet #9A – After Kim-Bush Seoul Summit: Time for Joint Dealing with North Korea

President George W. Bush, after holding summit talks with President Kim Dae-jung last week, pledged his support for the latter’s "Sunshine Policy" of engaging North Korea in dialogue and at the same time stated unequivocally that the U.S. had no plan to start a war on the Korean Peninsula. President Kim, while expressing satisfaction with the outcome of the summit, stressed that no fundamental differences existed between the two countries’ policies toward North Korea and that they agreed to deal with the North Korean weapons of mass destruction issue through dialogue. It therefore can be argued that the two leaders were at least successful in defusing concerns in South Korea about escalating tensions on the Korean Peninsula.
