Japan–U.S. Technology Policy Fellowship (JUST)
The Japan–U.S. Technology Policy Fellowship is a nine-month, non-resident fellowship designed to cultivate the next generation of leaders shaping technology policy cooperation between Japan and the United States.
The fellowship will bring together ten emerging and mid-career professionals—five from Japan and five from the United States—from diverse professional backgrounds, including government, industry, academia, think tanks, and civil society. Fellows will explore opportunities and challenges in bilateral technology cooperation, with a particular focus on semiconductors and other critical and emerging technologies.
Throughout the program, fellows will participate in monthly virtual discussions with leading experts and practitioners, conduct independent research, and engage with policymakers, industry leaders, and researchers from both countries. The cohort will also take part in field visits to key technology and semiconductor hubs in Japan and the United States, providing firsthand insight into innovation ecosystems, supply chains, and policy challenges.
The fellowship will culminate in high-level policy roundtables where fellows will present their findings and recommendations to stakeholders from government, industry, and academia. Fellows will also contribute to a published collection of policy papers offering practical recommendations to strengthen Japan–U.S. cooperation in technology, innovation, and semiconductor resilience.
By fostering meaningful dialogue, professional networks, and collaborative research, the fellowship seeks to deepen mutual understanding and support a stronger, more innovative Japan–U.S. technology partnership.

Eligibility and How to Apply
The fellowship is designed for early-to-mid-level professionals with an academic background in international relations, policy, economics or other social sciences and a minimum of 2-7 years of relevant experience.
Ideal candidates should demonstrate strong interest and/or expertise in issues pertaining to U.S. – Japan relations, of note, technology cooperation, preferably the semiconductor industry. An interest in advancing Japan-U.S. relations, particularly in technology policy and cooperation, is highly desirable.
Applications will be reviewed and assessed based on the strength of the candidates’ proposed research project and professional experience.
